DO WE NEED A SHOPPING COMPLEX OR ROADS WATER TANKS ,SANITATION?

Nagar Palika Parishad Rampur has proposed to build a SHOPPING COMPLEX and the Board Funds will be use to do this which are meant to spent on basic amenities of the citizen. Do we need a shopping complex costing 4 crores or hundreds of roads , water tanks , sanitation etc ? ur views??
